- THIS 125-FOOT long tunnel, built to provide access between the main building of the new Commercial Bank of Miami and its drive-in-teller booths, has the added benefit of being one of the best fallout shelters in South Florida. Marshall G. Hammon, chief of operations for the Public Safety Department; the bank’s Executive Vice President M. E. Stephens; and William Wellons, PSD Civil Defense supervisor, inspect the tunnel.
